Millerhawk has launched a €15.8 million development project in Pärnu

Millerhawk and Ehitustrust have entered into a contract worth 15,8 million euros for the construction of a residential and commercial centre at Papiniidu 50 in Pärnu. Construction work on the commercial building is scheduled to start on 15 September and last for 12 months, while the first apartments will be ready for residents to move into by next Christmas.
Six companies took part in the construction tender, in which competition for the contract was fierce. “The bid we received from Ehitustrust was the strongest in terms of both quality and experience,” revealed Marko Kull, a member of the management board of Millerhawk OÜ. “The project is now moving into the construction phase, and already as little as 150 m² of rental space on the business centre side remains to be leased. We are erecting what will be a new landmark in Pärnu, and a springboard for the rapid growth of Millerhawk’s business. The commercial building will remain a long-term investment in our portfolio.”
The Papiniidu development consists of two structures: an eight-storey apartment building and a three-storey commercial centre, creating a gross floor area of almost 11,200 m².
There will be 41 apartments in the complex, which were originally planned to be placed on the rental market via an operator. However, it was decided in the end to put the apartments up for sale. “The situation on the market meant that the rental plan was a non-starter, and feedback we received confirmed for us that selling the apartments was the best option,” Kull explained. “Our goal is to provide the Pärnu market with modern, high-quality apartments.”
All of the apartments will come with air conditioning so as to ensure comfortable conditions even in hot summers. Where the apartments are concerned, the developer is emphasising quality: the lower floors will feature homes that are both practical and functional, while those on the upper floors (6-8) will enjoy sea views. In addition, there will be a 170 m² roof terrace with seating and a barbecue area for the use of all residents.
“The development of the Papiniidu area is important for the city, and this new residential and business centre will bring quality housing and services to it,” said Deputy Mayor of Pärnu Silver Smeljanski. “Investments like this give a boost to the balanced development of Pärnu as a whole.”
As the main contractor, Ehitustrust will lead the project. “Construction will be marked out by its geological conditions, which are more complex than usual, and by the fact that we will be erecting two buildings on the same site simultaneously,” noted Eerik Staškevitš, a member of the management board of Tallinn Ehitustrust OÜ. “That said, there is nothing insurmountable here: we have worked on a number of projects on a similar scale in Pärnu before. What makes this one particularly attractive is that the developer is setting such high standards of quality, and that its architecture will make it the most eye-catching complex in the Papiniidu area. And it is worth mentioning that every apartment will come with air conditioning, not just be set up for it.”
The anchor tenant in the commercial building will be the supermarket chain Selver, which will be joined by a Südameapteek pharmacy and a Fitness 24/7 gym. Space has also been planned for a café, for which an operator is currently being sought. Following its completion, the business centre will continue to be managed and operated by Millerhawk. The apartments will be sold under the Avalon brand, a residential property development company owned by Millerhawk.
The new development on the site of the former Mai Cultural Centre will emphasise the comfort, convenience and accessibility of its buildings and services. There will be parking spaces for carsharing services, electric car charging points and partially covered parking places for bicycles and scooters.
